Conservation & Forestry: Ensuring preservation of forests in southern Quebec
Southern Quebec’s forests, which are mostly privately-owned, are subject to particular tensions, being exposed simultaneously to the pressures of real estate development, the building of country homes and rising property values on one hand, and increasing demands for protection of landscapes and the environment on the other hand, not to mention the profound crisis the forestry industry is currently undergoing. To respond to this situation, a re-thinking centered on more sustainable forestry practices is on the agenda in every region of southern Quebec.
The predominance of private land makes the contribution of conservation groups essential to attaining objectives involving the conservation of biodiversity. However, as the use of the forest for commercial and tourism exploitation is of primary economic importance to local communities, and since many users depend on the forest almost exclusively, it becomes imperative to develop conservation tools that integrate the objectives of both conservation and forestry uses.
A number of American conservation organizations propose forest conservation servitudes (working forest easements) to owners of forested land. This conservation tool is based both on maintaining the forest as an exploitable resource and on preserving the forest ecosystem, including the species that live there and the ecological processes on which they depend, while making possible the practicing of diverse activities such as hunting, fishing, nature observation and ecotourism. The servitude, which is a legal agreement, ensures the forest ecosystem’s survival by taking into account the objectives of both the landowner and the conservation organization.
Would this tool be an interesting avenue for Quebec? Would it enable us to ensure that the forest occupation of a property would be maintained in perpetuity, without it being converted to other uses or subdivided for residential or country-home development? And how can the forest landowner be compensated in return?
Symposium Objectives
- Contribute to the development of a reconciliation between conservation and forestry. Understand the issues relating to, and the advantages of implementing, forestry conservation servitudes.
- Consider the applicability of this tool to the conservation and forestry industry context in Quebec.
- Set up a working group on tools and incentives for the conservation of biodiversity in a privately-owned forest environment where commercial exploitation is practiced.
